It was believed that in the time of Old, when someone commits an offence and been pursued, if he or she manage to run into the Tower of Refuge, he or she becomes secure there. So you cannot pursue anybody into the Tower of Refuge, once anyone enters there, such a person gains immunity from those pursuing him or her.
